It will be back, there is some need for this type of an act. But the Orphan Works Act was way to over reaching. It even conflict with international treaties. Hopefully this one will not be back for some time.

There are ways that should be implemented to protect works. You would think that with all the technology this would be something that would have been done. In the first place, there should be a general app that you can use to protect your work that automatically updates a general database with your copyright of your work.

Even though this might work for some things. It will not work for everything. So it is already a flawed system.
