I'm afraid that's far to broad a question that could literally have hundreds of answers. Understanding PS is a long process. I think the first thing you need to decide with a photo is what your goal is. Then we can talk about a way to achieve it.

Michael is right. I will say it this way. There is no magic filter in photoshop to make a bad image good. Photoshop can enhance an image it can destroy a good image. You can use photoshop in a triage situation, to make poor image a little more acceptable. But there is no magic filter.

Maybe you could have a look at different free tutorials on the net.  Photoshop is very complicated to understand for beginners.

I'm going to go ahead and cast 1 vote for Lightroom on this one.  I rarely use Photoshop anymore.  I know where you can get some good presets :)

There is no magic "Fix it" button. Before success comes a lot of failure, get out there and shoot. There is no specific step by step, it's up to the photographer to learn to use their tools to communicate what they want in a photo. We can provide input on photo specific questions, if you have some don't hesitate to show them and we will be glad to provide input.
